The journey of rebuilding a life in a new country is fraught with challenges, particularly for individuals forced to flee their homes. Beyond the immediate need for safety, displaced populations often grapple with the loss of professional credentials, language barriers, and cultural integration, making the pursuit of stable employment an uphill battle. Recognizing this critical need, HIAS Ecuador, in collaboration with the UN Refugee Agency (UNHCR), has launched a comprehensive employability initiative designed to bridge the gap between the skills of refugees, asylum seekers, and internally displaced persons, and the demands of the Ecuadorian labor market. This initiative, underscored by successful events like the "Conectando Talentos con Oportunidades" (Connecting Talents with Opportunities) job fair held in Quito on March 20, 2026, is proving instrumental in fostering economic empowerment and inclusive growth within Ecuador.

The Urgent Need for Economic Empowerment in Ecuador

Ecuador, a nation that has historically demonstrated generosity in welcoming refugees and migrants, is currently facing significant humanitarian challenges. The country hosts over 470,000 individuals in need of humanitarian assistance, including more than 39,000 refugees and asylum seekers. Compounding this situation, escalating gang violence over the past two years has led to the internal displacement of over 300,000 Ecuadorians, creating a growing population seeking stability and livelihoods within their own borders. HIAS has been a steadfast partner in Ecuador since 2003, working collaboratively with host communities to ensure newcomers are welcomed and provided with pathways to economic self-sufficiency.

The employability program offered by HIAS Ecuador directly addresses the complex intersection of these humanitarian crises and economic realities. It serves as a vital bridge, connecting individuals with invaluable skills and diverse experiences to employers seeking dedicated and capable staff.

A Multfaceted Approach to Employment Integration

The core of HIAS Ecuador’s employability initiative lies in its holistic approach, which extends beyond mere job placement. The program encompasses rigorous training, personalized counseling, and ongoing support for both job seekers and employers.

For Job Seekers:

Strengthening Employability for Displaced People in Ecuador
  • Cultural and Professional Adaptation: The program provides crucial guidance to help individuals navigate cultural differences and understand local labor practices. Victoria, a beneficiary of the program, shared her initial struggles in adapting to her new environment. "Adapting to a new country is not easy, but thank God, after a long time and thanks to HIAS’s assistance, opportunities opened up for me to help my family and myself," she stated. Her experience highlights the profound impact of tailored support in overcoming the initial hurdles of relocation.
  • Skills Assessment and Development: Participants undergo thorough assessments to identify their existing skills and experience. This is followed by targeted training sessions, often led by economic empowerment specialists and psychologists, to refine resumes, practice interview techniques, and understand Ecuadorian labor laws and worker rights. Victoria emphasized the value of this training: "It has been an enriching experience; the training, counseling, and follow-up. All of this has allowed me to improve, without a doubt, learning more about labor laws, opportunities, and the rights we have as immigrant workers within a country."
  • Mentorship and Direct Placement: HIAS provides dedicated mentorship throughout the job search process, acting as a crucial link between job seekers and potential employers. This includes serving as references for individuals who may lack local professional networks. Rosielis, who arrived in Ecuador with decades of experience and a degree in Industrial Relations, faced age discrimination and a lack of local references. HIAS provided her with specific job training for the Ecuadorian market and acted as her reference, ultimately leading to her employment as a pharmacy assistant in Machala. "The information received in the different sessions was invaluable," Rosielis recounted. "As a foreigner, you know how things work in your country, but not in your host country. The workshops were always very dynamic, and the support and guidance from the staff were timely throughout the entire process."

For Employers:

  • Awareness and Inclusive Practices Training: HIAS Ecuador actively engages with companies to foster a deeper understanding of the benefits of hiring displaced individuals. This training aims to demystify potential concerns and highlight the valuable contributions refugees and migrants can make to the workforce. Carla Sofía Barrionuevo, Human Resources Leader at S4 Learning, the company that hired Victoria, acknowledged the positive impact of HIAS’s guidance: "HIAS has helped us to have more conscious and inclusive processes. We have managed to implement concrete actions such as training, awareness, and hiring… Diversity is not a challenge; it is a great advantage."
  • Streamlined Recruitment: By pre-screening and preparing qualified candidates, HIAS significantly reduces recruitment times for employers. Maytee Muñoz Ulloa, a recruitment executive at Mia Pharmacies, which hired Rosielis, noted that working with HIAS expedited their hiring process. "Employees like Rosielis have helped the organization succeed during a period of growth," she added.
  • Enriching Organizational Culture: Employers are increasingly recognizing that diverse workforces bring a wealth of perspectives and experiences that can drive innovation and enhance organizational culture. As Maytee observed, program participants "bring commitment and resilience, along with a strong motivation to integrate and grow professionally. They also enrich the organizational culture with a diversity of experiences and perspectives."

"Conectando Talentos con Oportunidades": A Catalyst for Connection

The "Conectando Talentos con Oportunidades" job fair, held on March 20, 2026, in Quito, exemplified the tangible outcomes of HIAS Ecuador’s employability initiative. This event brought together a diverse pool of job seekers, including refugees, displaced persons, and local Ecuadorians, with a range of employers actively seeking to fill vacancies. The fair provided a dynamic platform for direct interaction, networking, and on-the-spot recruitment, fostering immediate connections and opportunities. The image from the event, showing attendees engaged and interacting, serves as a powerful visual testament to the initiative’s success in bridging divides and creating pathways to employment.

Broader Implications: Economic Growth and Dignity

The impact of HIAS Ecuador’s employability program extends far beyond individual job placements. By facilitating access to safe and sustainable income, the initiative plays a crucial role in protecting vulnerable populations from exploitation. Individuals lacking knowledge of local laws and processes are often at risk of being taken advantage of. By empowering refugees, migrants, and vulnerable local Ecuadorians with employment opportunities, HIAS places them on a secure path toward financial independence and stability.

Juan Romero, HIAS Ecuador’s Economic Empowerment Advisor, articulated the program’s overarching objective: "These activities make it possible to close the existing gap for migrants and refugees to find decent work. Through employment, people have been able to rebuild their lives and provide stability and peace of mind for their families."

The success stories of Victoria and Rosielis are powerful illustrations of this broader impact. Their ability to provide for their families and achieve a sense of stability and belonging underscores the transformative power of employment. "Throughout the process, I felt very accompanied, I was never alone," Victoria reflected. "Honestly, it has been a very beautiful experience that has helped not only me but many people of different nationalities."

This initiative not only uplifts individuals but also contributes to the economic vitality of Ecuador. By integrating skilled and motivated individuals into the workforce, HIAS fosters economic growth, reduces reliance on humanitarian aid, and strengthens the social fabric of communities. The program’s success serves as a model for other nations grappling with similar challenges, demonstrating that inclusive economic policies can yield profound humanitarian and economic benefits.

The continued collaboration between HIAS, UNHCR, and Ecuadorian employers is vital to sustaining and expanding these crucial efforts. As Ecuador navigates the complexities of humanitarian challenges and economic development, initiatives like HIAS’s employability program offer a beacon of hope, empowering individuals to rebuild their lives with dignity and contribute meaningfully to their new home.
